Covid-19 (Coronavirus) Update to Supply to Essential Services 02.04.20

 

Through this unprecedented time as the UK’s number one civils fulfilment partner, we have a position of responsibility to support our customers who are doing their part in keeping the nation's critical sectors running. Following the government's advice and with our commitment to continue to prioritise our colleagues and our customers' safety, we have a limited number of Essential Services branches (details of these branches are available here) open so that we can service customers working on essential repair and maintenance projects in the critical sectors. 
 
 
The nation is experiencing these difficult times together, and as individuals and businesses we have all had to be nimble and flexible to adapt to the changing world in which we find ourselves now in. As we move through the next few weeks of these unprecedented times, it is clear that guidance to us, and our response to it, will need to change, evolve and update as the Government reacts to the changing needs and demands of society.
 
 
We have now received new guidance from the Government and the Construction Leadership Council (CLC) about what is considered essential construction activity. With this new guidance in mind, and only where these essential services’ sites have safe ways of working, and have strict social distancing protocols in place inline with CLC’s Site Operating Procedures and Public Health England guidelines, Keyline Civils Specialist will, where possible, look to support this activity through our Essential Services branches and where capacity /supply allows.  
 
 
Our values and principles around protecting the health of our colleagues and customers remains our absolute priority. With this update to the Government and CLC’s essential construction activity list and our commitment to safely support the Government, we must stress that we are only able to provide this support based on our commitment not to compromise the:
 

 

● Safe ways of working under strict social distancing protocols in our branches and sites

● The empowerment of our driver community in making sure they keep themselves safe. As our representative at the site, our drivers make the decision about whether they feel it is safe to complete the delivery or not.  If they don’t feel comfortable about any aspect of the offload they can return to their vehicle and leave the site safely knowing that we will support their decision.

● Requirements do not impact our ability to supply to the most critical essential projects directly linked to supporting the fight against Covid-19

 

Based on the latest Government advice and that from the Construction Leadership Council the updated list of works that fall into essential construction activity that we will look to supply, at the 1st April 2020, are as follows: 

     

    EMERGENCY REPAIR AND MAINTENANCE

     

    ● Hospitals, health facilities and associated support infrastructure, morgues, testing and inspection centres

    ● Doctors’ surgeries

    ● Central and local Government offices that are open for critical services 

    ● Schools

    ● Prisons

    ● Emergency services facilities e.g. police stations

    ● Care / nursing homes

    ● Military facilities

    ● Border control facilities

    ● Railway and road network

    ● Certain retail premises: supermarkets and other food shops, health shops, pharmacies including non-dispensing pharmacies, petrol stations, bicycle shops, home and hardware shops, laundrettes and dry cleaners, garages, car rentals, pet shops, corner shops, newsagents, post offices, and banks

    ● Hotels, hostels and B&Bs (where people are staying as they have been displaced from their homes)

    ● Food Banks and homeless services

    ● Private dwellings / social housing

    ● Crematoria and cemeteries 

    ● Food takeaway services

    ● Housing associations and local authorities specified drop off locations

    ● Electricity generation, distribution and supply

    ● Gas refining, distribution and supply

    ● Oil and fuel refining, distribution and supply

    ● Water supply and sewage removal and treatment

    ● Managing waste (for public health reasons)

    ● Telecoms facilities and data centres

    ● Maintaining the structural integrity of buildings and safety of occupants

    ● Work associated with unsafe cladding, remediation, waking watches, etc

    ● Maintaining site safety and protection of buildings including weather-proofing, windows, doors, roofs etc

    ● Building services: gas, electricity, water, sewage, escalators, lifts, building management systems, heating, cooling, ventilation, hygiene, telecoms, standby power systems, fire safety and protection systems including smoke vents, dry risers, sprinkler maintenance, fire extinguishers

     

     

    NEW CONSTRUCTION

     

       

      ● Maintaining site safety and protection of buildings including weather-proofing, windows, doors, roofs etc

      ● Hospitals, health facilities and associated support infrastructure, morgues, testing and inspection centres

      ● Manufacturing and support facilities, production of specialist essential equipment, food production, PPE, construction materials, including distributors and logistics specialists

      ● Critical education facilities that are essential for schools, colleges and higher education

      ● Research and medical production facilities

      ● Essential social housing 

      ● Telecoms facilities and data centres

      ● Commercial facilities that support the banking and insurance sector

       

        
       
       

      INFRASTRUCTURE

       

         

        ● Nuclear decommissioning

        ● Waste, landfill and environmental management

        ● Infrastructure inspections, maintenance, repair: dams, bridges, rail, highways, high voltage transmission, electricity supply, telecoms, gas, water and sewage, district heating and flood protection

        ● Energy facilities, including new and existing power stations, renewable energy projects

        ● Water, waste/sewer, gas, electric and telecom utilities, installations and including connection, renewals and maintenance

        ● Local and strategic network, roadwork and street-works

        ● Light, metro and heavy rail works, including stations, track works and support facilities

        ● Critical airport and port facilities necessary to maintain import and export capacity

         

          
         
         

        OTHER ESSENTIAL CONSTRUCTION

         

           

          ● Disposal of hazardous material

          ● Projects of National security

           

            

           

          NON-ESSENTIAL ACTIVITIES

           
          Based on the above guidance, examples of what is non-critical and therefore we will not be supporting include:

             

            ● Assembly and leisure, entertainment and recreation facilities

            ● Retail (apart from those listed above) and restaurant facilities

            ● Hotels, campsites and boarding houses for commercial use

            ● Non-residential facilities such as convention centres, libraries, Places of worship, cinemas and concert halls

            ● Private housing and extensions

             

               
            Please can we ask customers for their support and understanding at this challenging time, with a limited branch network, limited distribution and limited material supply we have had to, and will continue to have to, make difficult decisions regarding the prioritisation of essential and critical services in the construction market inline with Government guidance.  
             
            To this end our colleagues, who have volunteered themselves to continue to work to support emergency repairs and maintenance for the critical sectors, are doing their utmost to service and prioritise the requests from all contractors who are operating in these critical care areas and are using the above list to further prioritise materials and goods distribution.
             
            We will continue to review the Government’s guidance, should any changes be made and we are remaining close to Public Health England’s latest advice  so that we can seek to fulfil the essential services we provide to our customers and should the situation change we will issue and update as soon as possible.
